EPA & HUD REGULATIONS

Do You Own or Manage a House Constructed Pre-1978 that you intend to Sell, Renovate or Rent?

EPA and HUD Regulations are clear concerning houses built in 1978 or before. They are all subject to “HUD Guidelines for the Evaluation and Control of Lead-Based Paint (LBP) Hazard in Housing” (Revised in 1997); EPA “The Lead-Based Paint Pre-Renovation Education Rule”  September 1999) and “The HUD Lead Safe Housing Rule” (Dated June 21, 2004). All three regulations, for most situations, state, “if you own or manage a house constructed Pre-1978 you may need a LEAD Test if you intend to sell, renovate or rent”. Lead is a common metal that was used for many years in house paint.  It simply made the paint brighter, and more durable.  Lead paint is still used by the federal government for bridges and many other jobs to include that yellow stripe running down the middle of the roads. Federal Law states that it cannot be used for houses built after 1978. However, the multiple layers of old paint are still leaving a legacy of damage to our central nervous system and internal organs. The damage can be especially bad for children under six years old. Young children have no blood brain barrier at that age and lead the size of one two-hundredths of a penny can cause them permanent damage.  Children are lead poisoned most commonly by putting hands and toys in their mouths or by chewing on woodwork. We have several options when testing for lead.  One option is to just test “Surface to Surface” for paint and dust that could contain lead.  Another option is to provide “Surface to Surface” testing plus assess and provide different methods of abatement for each problem.  Most of the testing is done with an X-Ray Fluorescence (XRP) Tester. The readings are fast and accurate. After the inspection, a complete in-depth report, written in accordance with  HUD requirements, is provided. We test single houses as well as large housing divisions, including common use areas.
